more children means more fines in China

Apparently rich Chinese want more children, but the government is not only against that they want to fine them more.
China is one of the largest populated countries in the world.In the early 1980s, central government advocated one child per family in urban areas. For rural area couples, the birth of a second child should be spaced 4-5 years from the first. I think people should have the right to make their own decisions about creating their family, it is their right to decide if they want to have more than one child and it is their right to decide when they can have it. The government should only interfere if they thought there is a possibility of child endangerment. Such legislations can lead to different kinds of problems such as increasing in the cases of abandoned or aborted babies. I can not Imagen that people can be considered against the law just because they wanted to have another child.
Also these laws can cause a lot of difficulties , a lot of women there have to use one or two contraceptive methods not by their own choice , most common are IUD and Tube ligation. For men the most common contraceptive procedures are Vasectomy Condom Spermicides . And what if they loose their child ?!! well, the law then will allow them to have a tube reconstruction surgery . What kind of regulation that makes people go through different invasive procedures, just to kill the parent rights to have children. and if you have more than what you should you will be fined
So it is not wonder that in china Family planning has been in the news quite recently,Beijing Family Planning Commission director Deng Xingzhou,himself talking about the need to prosecute violators of the rich at least since January. The fines now are ranging between three and eight times the average annual income in the city, which may not work much of a deterrent to make people making orders of magnitude more than the average.
The Chinese the old say: "...more children means great happiness". is totally not politically correct
